Plot
-Mystery Inc(Fred, Daphne, Velma, Shaggy and scooby) are attending the grand opening of the Coolsonian Criminology Museum, the premier exhibit displaying the costumes of monsters and/or criminals they have captured from the past. The opening is crashed when a reanimated Pterodactyl Ghost attacks. A masked figure appears on the window pane, promising to end Mystery Inc.'s career. He and the Pterodactyl Ghost escape with 2 stolen monsters, the Black Knight Ghost and the 10,000 Volt Ghost. Journalist Heather Jasper-Howe(Alicia Silverstone) starts to write bad gossip about the gang, insulting their performance, prompting Shaggy and Scooby to try and become better detectives. And that's when Velma notices a pterodactyl scale glowing green
-The gang suspect that one of their old enemies is behind it. After removing the deceased Pterodactyl Ghost's inventer Jonathan Jacobo from the suspect list, they are left with Jeremiah Wickles(Peter Boyle), the original Black Knight Ghost and also Jacobo's cell mate. Visiting his manor which looks all too much like the castle from the opening credits of the original cartoon, they split up to look for clues. Daphne, Fred, Velma go to the library while Shaggy and Scooby wander off. Velma finds a book on how to make monsters in Wickle's library but they hear the cries of Shaggy and Scooby, who have run into the Black Knight Ghost. Daphne fights with the Ghost, only to have Velma kick him before the gang escapes back to their HQ.
-Scooby, who found a piece of paper saying "The Faux Ghost Tonite" on it, tells Shaggy and they go undercover to this nightclub, only to find that it is inhabited by their old enemies. They disguise themselves where they find Wickles as well as other criminals they put away. They are discovered and escape through the garbage chute. Velma learns that they key ingredient in the book is a substance called randomonium which comes from mines, and suspects that it was mined in the old Coolsville mining town. Fred, Daphne and Velma head off, accompanied by the museum curator Patrick, who Velma is attracted to. They stop by the museum only to find all the costumes have been stolen. Shaggy and Scooby head to the mining town, but lose him quickly. The others confront Wickles who is revealed to be innocent, actually at the mining town because of business. Shaggy and Scooby then find a hidden laboratory. The gang reunite and find the Monster Hive, a chamber where a large machine stands, to make monsters. Shaggy and Scooby mess with the controls, causing costumes to be reanimated, such as the Miner 49er, and a zombie.The gang flees the mining town with the main control panel of the machine as the monsters take over the city
-Fleeing to their old high school clubhouse, the gang figure they can reverse the panel's controls to turn the monsters back into harmless costumes. However, the ghost of Captain Cutler finds them, forcing them to flee back to the mining town. The group split up to take on the ghosts. Shaggy and Scooby regain their confidence in being good detectives once again. Velma finds a shring dedicated to Jacobo, with Patrick appearing and hinting he idolized Jacobo since he taught Patrick in the past. He saves Velma from falling through an old catwalk but is kidnapped by the Pterodactyl Ghost. The gang enter the Monster Hive and encounter monsters from the past, but are captured by the Tar Monster, then saved by Scooby who uses a fire extinguishe to freeze it. He inserts the control panel and reverses the monsters into costumes. The Masked Figure tries to flee, but falls and gets caught up in the catwalk
-During a public interview, the gang unmask him as Heather Jasper-Howe, but then unmasks her to reveal Jacobo, who faked his death. He wanted to get revenge on the gang. He and Heather's cameraman Ned are arrested. The film ends with the gang dancing with Ruben Studdard to the song "Shining Star" at the Faux Ghost
