-Sequel to the 2006 film
-Lightning McQueen(Owen Wilson) and tow truck Mater(Larry the Cable Guy) head to Europe and Japan to compete in the World Grand Prix.

-4 time Piston Cup race car Lightning McQueen(Owen Wilson) returns home to Radiator Springs and reunites with buddy Mater(Larry the Cable Guy) and girlfriend Sally Carrera(Bonnie Hunt), a royal blue 2002 Porsche 911 Carrera. McQueen refuses to enter until getting a challenge from Francesco Bernoulli, an Italian grand prix racer. Mater and McQueen head to Japan, only to have Mater embarass him repeatedly in Japan

-Meanwhile, a group of "lemon" cars led by Professor Zundapp(Thomas Kretschmann) and an unknown mastermind owns the largest untapped oil reserves in the world. They plot to secure the oil by using a weapon disguised as a TV camera to ignite the Allinol fuel in targeted race cars during the World Grand Prix. British spies Finn McMissile(Michael Caine) and Holley Shiftwell(Emily Mortimer) try and stop them. They rendezvous with an American spy car Rod "Torque" Redline(Bruce Campbell) at a World Grand Prix promo event in Tokyo. Redline is cornered by the henchmen of Zundapp and is captured and killed. As a result, Holley and Finn mistake Mater as their American contact

-During the race in Tokyo, McMissile and Holley help a still oblivious Mater evade Zundapp's henchmen; in the process, Mater inadvertantly gives McQueen bad advice which causes him to lose the race. Elsewhere, Zundapp uses the weapon on several race cars. At the end, with Mater's embarrassing behavior, McQueen berates Mater, who returns to Radiator Springs. McMissile, who still believes Mater is an American spy, drafts him into foiling Zundapp's plot.

-In Italy, where the 2nd race is, a disguised Mater infiltrates the criminals meeting and finds Zundapp's plan. With the Allinol fuel considered suspicious, Axlerod suspends it's use for the final race in England. However, McQueen decides to continue using it. The criminals decide to kill McQueen in the next race; after hearing this, Mater blows his cover and is captured along with McMissile and Holley.

-While unconscious, Mater has a dream where he sees his activities in a different perspective. He sees he's tied up inside Big Bentley along with Finn and Holley, minutes from being crushed by the gears. The criminals use the weapon on McQueen during the race, but nothing happens. Mater escapes in order to warn his friends of a bomb under McQueen's pit area. Holley and Finn find the bomb on Mater instead. They warn Mater just in time and he flees to protect his friends. When Zundapp tries to kill McQueen and Mater, he is stopped by Finn, Holley and the Radiator Springs residents.

-As a reward, Mater is knighted by the Queen and returns home with his friends, where the racers from the Grand Prix take place in the unofficial Radiator Springs Grand Prix. Fillmore(George Carlin), a VW Mini-bus, reveals that before the last race, Sarge(Paul Dooley), a Willys Jeep replaced Lightning's Allinol fuel with Fillmore's organic fuel. McMissile and Holley invite Mater to join them on another mission, but he declines.
